Kulpa

Kulpa is a certified app available on any phone or computer that allows users to securely store and share digital evidence: photographs, videos, CCTV, doorbell footage, audio recordings, screenshots, and documents. But it is not conventional cloud storage. Kulpa’s proprietary technology, certified processes, metadata capture, and patented features mean that everything uploaded and shared through Kulpa is verified, authenticated, and legally admissible; court-ready from the moment it is submitted. This includes producing electronically signed and dated exhibit statements.

It enables victims and witnesses to provide the police and other agencies with immediately usable digital forensic evidence, and significantly reduces the need for the police to download mobile phones.

For policing, use of kulpa is proven to shorten investigations and increase the probability of a positive outcome.

Evidence shared via kulpa has been used to charge and prosecute all manner of offences including being used by retailers for sharing evidence of shoplifting — but it has been particularly powerful in protecting and getting justice for victims of stalking and harassment, coercive control, breach of orders, domestic abuse, and rape and other sexual offences.

When evidence is shared via kulpa the probability of a positive outcome has been proven to double in some cases, triple.

MSA (Mobile Stalking Alarm)

The MSA (Mobile Stalking Alarm) is a discreet button, about the size of a two-euro coin, that connects via Bluetooth to the 112 emergency app on the smartphone of a victim of stalking or (former) intimate partner violence. It is worn discreetly under clothing.

If the victim is threatened by the stalker or (former) partner, they can silently alert the emergency call center by pressing the button once. The police are immediately notified and will respond as quickly as possible.

When the police intervention is triggered by the MSA button, officers receive information about the specific circumstances of the stalking case. This enables them to respond more effectively.

Play for Prevention – LUCA School of Arts (REPLAY) and Victim Support Europe

A collaborative project by LUCA School of Arts (REPLAY) and Victim Support Europe, Play for Prevention explores how game design can contribute to the prevention of online harm and the protection of victims’ rights.

Through LUCA’s Play in Context course, REPLAY students developed seven experimental game concepts that explore issues such as online harassment, power dynamics and digital harm through metaphor-based design. The prototypes translate complex digital and social challenges into accessible, engaging and thought-provoking interactive experiences.

Drawing on Victim Support Europe’s expertise and insights into victims’ experiences, the project connects creative education with real-world challenges, exploring new approaches to awareness, prevention and dialogue around online harm.

The resulting prototypes demonstrate how playful, interactive experiences can make difficult social issues more accessible, encourage reflection and conversation, and inspire new approaches to victim support and digital safety.

The Victims’ App

The Victims’ App is a pilot initiative of the Flemish Agency for Justice and Enforcement designed to provide an additional layer of protection for victims of serious crimes. Launched in April 2024, the application is linked to electronic monitoring and is intended for cases such as stalking, serious sexual offences, domestic violence, murder or manslaughter, and honour-related violence. With the victim’s consent and a decision by the sentence implementation court, the system combines electronic monitoring of the offender with GPS technology for both the offender and the victim. The Flemish Centre for Electronic Monitoring can receive an alert when the monitored person comes too close to the victim, allowing authorities to respond quickly and help protect the victim. The pilot project was planned to run until April 2025, with evaluation focusing on its effectiveness, feasibility and possible expansion to other cases. The initiative complements existing victim-support services provided through the Flemish justice system.

Rustbox

The Rustbox is a blended tool that brings together calming strategies for children, young people, clients and their caregivers. “Blended” means that an online medium supports face-to-face guidance.

The Rustbox combines insights into how the stress brain works in relation to challenging behaviour and the dynamics between the caregiver and the child, young person or client. Both have their own “window of tolerance”: a window within which stressful events or internal tensions can be managed.

With the Rustbox, you can create an individual calming plan, in which the caregiver helps both themselves and the client to regulate their emotions and reduce the build-up of tension, allowing them to return to the “window” of the calm brain.
